The Primary Care Mental Health Integration (PCMHI) Program Manager provides independent clinical administration of the Primary Care Mental Health program and supervision of interdisciplinary staff who work in the Program which includes Nurse Practitioners, Physician Assistants, Psychologists, and Social Workers.
The duties of the PCMHI Program Manager require administrative knowledge, clinical expertise, and managerial skills in the independent management and administration of mental health services.
PCMHI is a specialty Mental Health program across the health care system and the incumbent is responsible for providing clinical and administrative oversight, supervision and administration of the program at the main facility and each division of the system.
The incumbent serves as the PCMHI Program Manager and has delegated authority to oversee the day-to-day functioning for the PCMHI Program.
The incumbent supervises a diverse group of interprofessional staff assigned to the PCMHI program ( excluding nursing and AMSA) within the Alexandria VA Healthcare System and surrounding community clinics, requiring varying bodies of knowledge to provide supervision.
The incumbent coordinates care with leadership in primary care and mental health.
Duties include but are not limited to: Provides direct line supervision of an interdisciplinary team of PCMHI staff, including Nurse Practitioners, Physician Assistants, Psychologists, Social Workers and any other clinical staff (not including Nursing).
Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work to meet multiple deadlines.
Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system.
Evaluates work performance of subordinates.
Gives advice, counsel, or instruction to employees on both work and administrative matters.
Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignments to such positions.
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to Service Chief.

Graduates PAs may only be appointed at the entry grade level and may not be promoted/converted until certification is obtained.
Temporary graduate PA appointments may not be extended beyond two years or converted to a new temporary appointment.
Certification: Must have successfully passed the PA National Certifying Exam (PANCE).
English Language Proficiency: PAs appointed to direct patient-care positions must be proficient in spoken and written English as required by the 38 U.

Grandfathering Provision: All persons employed in VHA in this occupation series that are also performing the duties as described in the qualification standards on the effective date (September 27, 2020) of this qualification standard are considered to have met qualification requirements for the grade held including positive education and licensure/certification.
For employees who do not meet all the basic requirements required in t his standard, but who met the qualification applicable to the position at the time they were appointed to it, the following provision apply: If a PA is certified by the NCCPA, but not licensed on the effective date of the qualification standard, they are not required to obtain or maintain a license to remain employed in VHA.
However, if they lose or fail to maintain their NCCPA certification after this qualification standard is effective and do not possess a full, valid, and unrestricted license, they are no longer qualified for employment as a PA in the VHA.
If a PA who was retained under this provision leaves this occupation, the employee will lose protected status within the occupation, but may not be promoted beyond the full performance level or placed in supervisory or managerial position Grade Determination: In addition to the basic requirements stated above, the following qualification criteria must be met in determining the appropriate grade assignment of candidates: Physician Assistant (PA-I): Experience and Education: None beyond the basic requirement.
This is the entry level for PAs.

Demonstrates KSAs of PA-II intermediate level by: Two years of successful practice as PA- OR Successful completion of a PA post-graduate residency program sponsored by VHA Office of Academic Affiliations or other postgraduate residency programs accredited by VA, ARC-PA, U.

Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate from a training program which is accredited by the Accreditation Review Commission on Education of PA (ARC-PA) or one of its predecessor organizations and must meet the following: 1) Master's degree in any discipline OR 2) Bachelor's degree in any discipline with one year of experience as a PA.
Licensure: PAs must possess an active, current, full, and unrestricted license to practice in a State, Territory, or Commonwealth of the United States, or in the District of Columbia.
(Exceptions: PAs who otherwise meet the basic requirement, but do not possess the required licensure, may be appointed, pending licensure, as a graduate PA on a temporary full-time appointment not-to-exceed two years under the authority of 38 U.

C 7405(c)(2)(B).
Graduates PAs may only be appointed at the entry grade level and may not be promoted/converted until certification is obtained.
Temporary graduate PA appointments may not be extended beyond two years or converted to a new temporary appointment.
Certification: Must have successfully passed the PA National Certifying Exam (PANCE).
English Language Proficiency: PAs appointed to direct patient-care positions must be proficient in spoken and written English as required by the 38 U.

C 7402(d).
Grandfathering Provision: All persons employed in VHA in this occupation series that are also performing the duties as described in the qualification standards on the effective date (September 27, 2020) of this qualification standard are considered to have met qualification requirements for the grade held including positive education and licensure/certification.
For employees who do not meet all the basic requirements required in t his standard, but who met the qualification applicable to the position at the time they were appointed to it, the following provision apply: If a PA is certified by the NCCPA, but not licensed on the effective date of the qualification standard, they are not required to obtain or maintain a license to remain employed in VHA.
However, if they lose or fail to maintain their NCCPA certification after this qualification standard is effective and do not possess a full, valid, and unrestricted license, they are no longer qualified for employment as a PA in the VHA.
If a PA who was retained under this provision leaves this occupation, the employee will lose protected status within the occupation, but may not be promoted beyond the full performance level or placed in supervisory or managerial position Grade Determination: In addition to the basic requirements stated above, the following qualification criteria must be met in determining the appropriate grade assignment of candidates: Physician Assistant (PA-I): Experience and Education: None beyond the basic requirement.

Physician Assistant (PA-III): Experience and Education: PAs at the PA-III grade are at the full performance level and lead and organize patient care independently, practice within multi-disciplinary teams, and coordinate all aspects of patient care across the health care system.
